I suggest making it stricter to simplify the verification process. If a player has extra parts from the assembled artifact of Power, then he has the right to assemble the artifact only if one of the heroes has absolutely all the obtained parts in his inventory. Although they may dismiss unnecessary heroes with "incorrect" parts. And in the final save, the judge demands this – it's hard to understand who slipped which artifact to the assembler. You need to check a lot of saves. Or is conscience the best controller again? :) I would allow assembling the artifact from any parts – as long as the quests are completed.

I also suggest that everyone save the saves of QUEST battles (before the attack and immediately after winning the battle). This will significantly simplify the verification in case of anything.
