It lies in what they resort to in case of disagreements (not the most critical ones, like an offensive remark), for example. A boor will threaten "retribution" or something similar, while a reasonable person will simply ignore it (or, as an alternative, get angry and calm down, but will still not threaten "retribution").
Although, I don't deny that there is some truth in what you said.
