Actually, the differences from the general rules are written for the 8mm6a template, which are followed when playing on the 2cm4d3 template. There are no reservations regarding point 4.2 from the rules for playing on the 2cm4d3 template in the differences, so this point remains in effect for the 8mm6a template without changes. With a 115, you are fully entitled to take a re-roll on encounters on any roads.
