Another possible solution. Based on the description, it resembles image shifting on a CRT monitor: this can happen if the game is launched in fullscreen mode with a resolution different from the current one. It can be fixed by reconfiguring the monitor. But this doesn't happen on LCD monitors. What kind of monitor do you have? And a screenshot would be helpful.
