I don't know, the descriptions of the killed and executed are quite vague. I don't know how many innocents there are now, and how many Mafia members.
At least we know that Omega wasn't the Prosecutor, so he's either a millionaire or a Mafia member (maybe the Doctor, the Boss, or any other role).
Perhaps the clue about Hermi was correct, so they didn't send him to kill, because they knew he might be killed, etc. They decided to send a sniper instead. Or they were afraid to continue using the machine gunner, although maybe he organized the riots, but it's not a fact. We don't know all the roles yet, and I don't think we should judge based on appearances.
