Amiloo, a restart due to blocking is possible when the Guardian of Order is moved and blocks most of your spawn or your secondary locations, and also when you can't move even one square from the castle because a strong unit is blocking the way, but not when there are level 2 monsters on the road. Yesterday, I played a game where I had giants level 10-19 standing on the road, and I had to go through the Guardian of Order instead. I didn't even ask for a restart, and that's why it wasn't granted. So, Marauder is right; it's a technical loss.
