Vissy isn't a surgeon; he's more likely Benjamin Rush. Then the surgeon is the one who was bitten by Benno. Psychs couldn't identify the recruited one because his status doesn't change. So, the psychs wounded the surgeon to silence him and prevent him from using his abilities. Unless, of course, they identified him correctly.
Question for Slonyash: does the surgeon's self-healing have any visual representation?
