Calculating them costs nothing, especially with redirection, for example.

Did they calculate everyone in three nights? Or maybe they just got lucky and ended up in the right roles? I think it's not about relying on "luck."

Going back a few pages: the city is suggested to first get rid of the maniac and the evil doctors, and only then deal with the mentally ill, when the city is no longer capable of doing so.
The danger from the doctor-killers is greatly exaggerated; all they have is a surgeon. And if there is no surgeon and no recruited member, they are completely ineffective.
