Are you saying that under certain circumstances, the town won't be able to lynch the psychos, and the psychos won't be able to kill everyone at night, resulting in a tie? That's a very small probability.

It's much simpler than that. The number of town votes is reduced to the number of psycho votes, and the psychos refuse to continue killing us. Even if there are stubborn people among the survivors, it won't matter anymore. And these stubborn people will be the initial targets. x)
