As far as I remember, "free" DLCs usually target pre-order customers, those who own other games from the developers, or sometimes even just random "forum users" simply for being forum users (BioWare did this with their social media).

Secondly, I don't think the developers would pull such a stunt.

Ubisoft, Electronic Arts' main competitor in terms of "greed," wouldn't sell DLC? I find that hard to believe.
