Creating your own hero.

I have a question... Why, even if all heroes are unlocked in the map properties, some of them still cannot be selected in the game (Arantir, Frida)? I thought the problem was that they were in the Scenario list, but the Warlord is also from there, and he can be selected freely:confused:
