I am more than sure that they tactfully used the lack of money as an excuse. In reality, there were definitely funds available; for a project like Heroes, they had to find the money... And the fact that it didn't pay off is a different matter, and even that can be considered a relative reason for the failure, because Heroes 4 was bought by quite a few people, contrary to what everyone thinks...
What about the tight deadlines? If they had the money, Heroes 4 could have been released now instead of Heroes 5. Or do the developers just have nothing better to do than mess around?
