Look at the kind of people we're dealing with now... How is the organizer supposed to distinguish a newbie from a non-newbie? Should they play with everyone themselves? Or should they require everyone to indicate in their application "how many weeks they've been building their Capitol"? Nowadays, the game has such a comprehensive training system (tutorials, translations, chat, forums with a wealth of information) that anyone who wants to can quickly acquire above-average skills. So, I advise you to stop wasting time and focus on improving those skills.
I've said this many times already, but apparently, it's easier to say that the organizers recruited bad players than to admit that they were too lazy to spend time on the game or didn't spend enough time.
