In Morrowind, I exchanged money for money. As I leveled up my trading skill, the exchange rate became around 100 of my gold for 120 gold from the seller. I didn't play Oblivion, but Morrowind, with its role-playing system, is great. I didn't level up anything except axe skills, unarmored combat, and some kind of magic that I didn't use, and I was able to fight everyone effectively. Of course, this is true for Morrowind.
