Why is there a note on the 4th night from the Advisor, when on the 3rd night the Thief, Slonysh, stole, and on the 3rd night, she simply couldn't physically walk around??

The theft effect lasts for two nights after the theft, even for roles that move after the Thief. And the Advisor's turn is generally the first in the Night phase order, so the Thief couldn't have influenced it in any case.
