Select a town and press the spacebar. Then, refer to the screenshot. None means neutral. 1 should be a human player; 2, 3, 4, 5, 6, 7, 8 are computers (there can be fewer). If you want the town to be under the control of an opponent, select Player 2; otherwise, select None.
