Time is welcome, but it shouldn't affect the battle timer. It impacts the quality of battles. And there's no need to comment on what someone is eating, because they might be thinking differently than you. As for the duration of turns, I can say that almost all the players I've played with take approximately the same amount of time! There's no need to look for flaws here. The difference is probably in how battles are conducted, not on the map. AGAINST HAVING A TIMER DURING BATTLES (like in WoT).
