Slonish, if Haven turns out to be peaceful, the governor plants the archer (presumably Rimpa) at night, and Haven flees. That's how it should be done :)

Slonik wrote based on the fact that you wanted to execute Rimpa. :) So, it sounded like this: "We execute Rimpa, and if we happen to be wrong, the Governor will correct the situation." Executing Haven is a different matter, yes. :) But I doubt that this is an incorrect interpretation of the clue.
