1) If the Governor, Advisor, Viscount, and Duke are dead: can forge orders for the Knight, orders for the Spies, orders for the Guards (verification), and send out ball invitations (if not already used).

To use the skills, do all of them have to be dead, or just the one whose skill the thief is forging?

Let's not bring up game 25 again... I still remember when the city couldn't solve such easy clues... brr. The Mafia would be lucky if they won.
