I honestly didn't understand the point of "a maniac bringing benefits to the city," and he doesn't care about the garden; the main thing is to survive until the end. I would vote against the maniac now, but I'm not sure who it is, and a kill spree in the first day is a major fail (people do learn from past mistakes, though).
