When you approach the town on map 3.1, you will be given a choice:
- Pay the toll;
- Destroy the town.
You need to choose an action.
I've checked it a hundred times before, and I've checked it again now - it all works.

That's very strange. I definitely have version 3.1, but when I approach the castle, it just teleports me away, and no options are offered:confused:
