I'm not sure if this is a bug. In any case, access to the extended beta should be opened today, and then we'll see :).

As someone who works as a tester, I'm telling you – it's better to submit a bug report right away. They might have intentionally done it this way "for now," but they might forget to fix it "later" – this has happened many times before.
