1st annual offline tournament "Best Of The Best"

Please explain what needs to be done to participate in the tournament... I don't understand anything; there seems to be a link for registration and submitting an application, but I couldn't find where to register...

Please help me, otherwise you'll lose a worthy competitor... :)
