To be honest, even two identical creatures are too much. It's clear that they lacked imagination. They could have added another type of Naga.
Spring Spirit and Yuki-Onna are conceptually different units, but they also represent related types of creatures. It's like in Haven: half of the army consists of humans. Some are similar, but at the same time, they are different. The same applies to Sanctuary. It's simply two types of units from one faction. It's like Kenshi and Coral Priestess: related forms of different types of Nagas. I don't think the developers lacked imagination. After all, Eastern and Asian mythology is full of creatures. In the worst case, they could have included mermaids in the faction. But they didn't do that because, as I explained above, Spring Spirit and Yuki-Onna are not identical. In general, when you start playing, you will feel the difference between them.
