If such factors were to determine the quality of the genome, everything would become cyclical: Growth of prosperity => degeneration => decrease in productivity => decrease in prosperity => stricter selection => improvement of the genome => increase in productivity => growth of prosperity... In reality, at the level of societies and even more so at the level of all humanity, there are many other, much more powerful factors that influence the state of the genome.
