Tiras is a decent hero. Instead of Tactics, give him something like Luck and that's it. Without 25%, as Vic correctly noted, he will be pressured quite hard in the Dragon Utopia...

P.S.: And what are the plans for the dungeon? After these changes, playing as them will only be possible for nostalgia or with a mandatory console command before the Castle :)
