He was burned by a hunter, 100% sure. A witch hunter, burning witches, burning at the stake.
He could, in principle, have killed the Grand Inquisitor, as the Inquisitor is cursed, and that would be very unpleasant, but I think it's unlikely.
You see, the newspaper headline (and the artwork, essentially) accurately reflects the events of last night. Two innocents and one evil person were killed. The inverted cross is a heretical symbol.

And haven't you forgotten about the clues from the first newspapers? One of them, "La Commedia," is giving up; I suspected Gur was the mafia, and an Adept at that. It's quite possible he was working with Arandor.

Back then, the clues pointed to him and to me. Slonysh talked about "Comedia del arte," meaning it was about masks. Gur has a quote from the movie "The Mask," and by the way, the movie is a comedy. I thought he was an Adept because the style of the murder was somewhat similar to a sacrifice, in that case, the bloody inscription on the forehead...
I believe that if we don't find reliable evidence against others, the right decision would be to execute Gur.
