Please provide more details about this. I know that you can ban spells in a guild, but how do you ban an artifact?

In the editor, go to the "Tools" menu - "Map Properties" - "Artifacts" tab. Then, for example, the book won't appear in utopias or where random relics are located. But if you place it on the map specifically, it will still be there.
