If Nival started building Heroes 5 based on the principles of Heroes 3, then the Swamp, Barbarians, and Conflux should all be included – these cities are an integral part of Heroes of Might and Magic!

Is that how you decided? Nival took something from Heroes 3, something from Heroes 4, and added something new. Since there's no Swamp or Barbarians, it means they weren't needed, but they added Dwarves instead. Any continuation of the game should have some new elements, and you have to sacrifice something. In this case, it's your favorite Barbarians and Swamp, but don't despair; maybe they'll bring them back. Let's see how the Dwarves turned out.
