There are situations where it would be disadvantageous to flag certain external dwellings(a couple of harpies and minotaurs while having a dragon dwelling), but if the moment arises — shackles and a couple of unnecessary external dwellings, why not use them if the rules don't forbid it, and the battle will be the final one — after all, I didn't get that portal of summoning without dragons.

No need to complicate the rule unnecessarily. In this formulation it has been used for a long time. And it was the same in the previous CIS Championship.

Just because it's been used for a long time doesn't mean it's flawless for all time; SoD has also been around for a long time — but for some reason you DON'T play it.
