If I interpreted the newspaper I read correctly, the police were at the scene of the crime (hence it's clear why it says they supposedly killed Thorium), but they couldn't stop the killer, Thorium, from shooting Gil, because he penetrates their defenses. Luckily, the doctor was nearby.
Good job, killer. And the townspeople did well too, although, in my opinion, Gil's protection was obvious (the Mafia knew it too, that's why they sent a killer), but apparently the Mafia hoped that there would only be cops, and the house turned out to be more complex.
