What a debate! :) The responsibility for controlling cheating lies with the tournament organizer. If a participant is suspected of cheating, the rules allow for a request for daily save files, and outside the rules (or perhaps even within the rules) a description of suspiciously completed moments. A complete walkthrough is possible only with the leader's consent. No one can force this outside the established rules - only voluntary agreement. P.S. Whether you are a cheater or not is, first and foremost, a matter of the player's conscience, and secondly, the organizer's. Such individuals should be immediately expelled, banned, and shamed, but only after this has been proven. However, unintentional violations of the rules sometimes occur; in such cases, the result is simply not counted.
