You just feel bad about your hero choice when they don't give you a Ballista. And on a high difficulty, buying a Ballista costs a pretty penny (and it takes time, you need to build buildings).
That's why there's the WT version, where all heroes come with three stacks, and specialists in combat machines come with the same.
