I think Kirra should win. Based on my initial assessment: I checked, and even if you cast "Course" (assuming it's better than other options, and I think mass haste loses immediately), Kirra clearly has an advantage in troops by the third round. Shahti's troops need to be countered with ranged units in the first round. Therefore, to avoid being hit by mass slow, Shahti needs to attack with everything. Even under the effect of "Course," they still deal decent damage. Overall, I don't see how it's possible to win with Shahti. There's also the artifact that provides a good morale and luck bonus. However, I would cast "Shield" on the first turn if I were Mike. P.S. With mass shield, I don't see any chance for Shahti. And "Explosion" seems to be useless, just as I initially thought.
