Sometimes, the last level is what makes the difference, or the last 2.5k experience points. And even if it doesn't give you a level, you'll almost certainly get something decent with a +1 characteristic, and those can be very important sometimes, like, for example, Knowledge for an Orc. Can you ever have too many casts of the "Call of the Horde" spell, which deals 700 damage to the enemy? Of course not!
P.S. And yes, I've often been unlucky with Elven luck and inspiration/empathy. It's a waste to have learned the "Luck of the Road" or "Rally Troops" skill.
