If you want to be strict about it, then yes, it's a separate genre - noir.
And "Sin City" is based on a comic book source, all events are presented very seriously, and there's no mockery of anything. All those talking heads are just an effect to create a psychedelic atmosphere, as is the use of color to highlight certain characters.
I would never take my children to see such a film, and I would feel awkward watching it with a girl.
Out of this whole group of films, only "Pulp Fiction" and "Jackie Brown" are actually enjoyable to watch because of their energy and ease of perception. God forbid you try to listen to their "philosophical" dialogues – they're just trying to sound smart.
