Is this a problem for offline play, or is it useful in real-time? In real-time, without knowing the terrain, it's very likely to lead to a loss. For example, if you have a ballista, you usually place archers below it, but here that's a bad idea. Also, it's not easy to manage ogres because a stack or two can inflict "Thirst" and end up in a place where they're not needed.
I'm too lazy to test it for a long time; I tried it about 5 times. The principle is, in theory, this: the "Pokémon" on top take damage from half-stacks, while the fake with 1 health draws away the full stacks.
