The army is also needed for the rabble (discipline, getting rid of bad habits, etc. - this is ideally), although it is almost never beneficial to them. Usually, it's the opposite; although they were already like that, they become even worse in the army. If a person is normal, they will remain so even after the army (if, of course, nothing happens there, not everyone's psyche can handle it). I had a cousin who served somewhere in the south, and he was fine. He ended up in a good place and returned almost the same. So, the point is... Strict control and the like are needed for most people because, on their own, they become who knows what and interfere with the lives of others, loaf around, drink, and their innate chaotic nature leads them to commit crimes. In the past, people were forced to work, and they would even visit their homes if someone skipped work. Such measures can be introduced for these types of people, but they are not needed for the rest. So, power is mainly needed to protect these groups of people from normal people and to control them. That's basically it.
