The army, in its current form, is absolutely unnecessary. Firstly, it's not democratic. Forcing people into free and selfless physical labor is a relic of a communist society. Why should I spend an entire year of my life surviving in completely uncomfortable conditions? Even if those uncomfortable conditions weren't a problem, the society itself is the issue. It's almost entirely composed of stupid, morally damaged people who ruin everyone else, especially those who are relatively normal. I believe this needs to be changed drastically, meaning introducing a mercenary army, like in advanced countries. This situation is reminiscent of a medieval militia, nothing more. Moreover, reforming the army into a mercenary force would increase its effectiveness.
Although, personally, I believe the army should be disbanded; fortunately, we live in a modern world. Instead, we should focus on the police (or whatever you call it now), education, and healthcare. There are no foreseeable external threats, unless aliens arrive. But there's plenty of terrorism, healthcare is terrible, and education is poor.
By the way, has Lord_de_Sat appeared after this incident? It would be a shame if he was taken away. In most cases, people come out of the army changed, and usually for the worse.
