They anticipated a dangerous role.
What role could be so dangerous that it would force the Necromancer to bend to the Mafia's will? A dead person can't write a note – so no one will ever know the results of the Necromancer's actions. And if a mask was suspected, wouldn't it be easier to transfer his Necromancer role to a Town member using the Illusionist, and then eliminate him with the Tiger? That's a much more useful strategy.
