This is what stood out to me the most from the newspaper... what logic is there in this note – to betray your ally on the very first day?
In my opinion, the Puppeteer specifically ordered the Masker to put on a masquerade in order to prove his note about Kostyan and divert suspicion. So, we shouldn't fall for it...
Also, something interesting – the Puppeteer's night action is not described in this newspaper, which means he didn't have one. There are 3 possible scenarios here:
1) The Puppeteer is the killed Slonysh (but this is not the case because she is Charlie)
2) Man was sleeping (very unlikely)
3) Man was blocked, which is the most likely, which means it was either Hos or Kyle.

It's hard to argue with such sound logic...
