Blood and Tears simply define the hero's tactics: either to destroy everyone indiscriminately or to be more balanced and focused on defense rather than being "good or evil." Moreover, the army hasn't disappeared; I understand that if heroes now fought each other, one could complain that it's "too much RPG."
