Which castle allows for the fastest development?

Didn't think there were still people who play using the Capitol strategy.

Actually, most players do that; they just hang out in their small groups or only play against the computer:rolleyes: ... But in general, during a long game, it can be very effective to use it, somewhere around the end of turn 3 or on turn 4...:) Especially against weak opponents.
