Then they could showcase them during the process and listen to constructive criticism, which is much simpler and more effective, judging by my own experience.
However, the 95% rule hasn't been canceled, so I assume that the developers are simply afraid that 95% of the comments and suggestions will be in the style of

PLEASE MAKE A DEATH KNIGHT/BLOOD ELF/DRAGON RACE! I'VE BEEN WAITING FOR SUCH A RACE FOR TWO YEARS!!
