1. It is quite possible that they will appear in the expansion pack, along with their light-skinned brethren.

Unless Ubisoft decides to rework the lore (or make a significant time skip), the dark-skinned elves won't differ much from their forest-dwelling counterparts, if they appear at all (it's too early for them to move into the Dungeon faction).
