A cyclops is moving around on the map. Does this mean that the neutrals will move independently, without a hero?

I heard from someone that there will be moving armies on the maps, like in part 4, but whether this is true is still unclear... As for the cyclops, I think it's safe to assume that it's just blocking the path here.
P.S. I like how the orc city looks on the map.
