Who said that if a person sticks to a specific tactic/race/strategy, they are a noob? Maybe this tactic/race/strategy allows them to win easily?

The philosophy of noobs. Lacking the skill or intelligence to play and win in many ways, they choose an overpowered option that is difficult to counter. This might work against bots, but live players quickly lose interest in playing with such an unskilled noob who clings to a single strategy that the developers overlooked during balancing. But the noob has no choice, because they are not capable of anything else.
