Amnesty for Wlk777.

an amnesty could also be considered

Let's expand on this... perhaps the admin-Creator could be given an idea: since there's a country, residents, a tournament, a mascot, and a tree – a mechanism for amnesty is needed (universal, partial...), for example, an amnesty could be declared on the occasion of a major holiday, like the 3rd anniversary of the site, or in honor of a month featuring a yellow rabbit.

P.S. And as a wild idea, we could propose a reverse mechanism: a month of plague is declared, and 15% of users whose number of penalties exceeds 75 are randomly banned for 7 days.
