Who is Wlk77? Could he be TIGRENOK by any chance? There used to be a user on the forum (they say he's still around, but under a different nickname) whose behavior was very similar to what you're describing here. Many people wanted to ban him (and he was banned more than once), but I was always against it and initiated his unbanning several times (even though he gave me a bunch of negative ratings for no reason). It was always fun with him, and, as now, those who cared about reputation scores were mostly against him (I call such people "reputation hunters"). I believe that banning should never be used – people should just behave decently, and those who deserve a ban will either leave the forum or start to improve (over time). But how can he improve if you (I'm almost certain of it) respond to him with rudeness?
P.S. And you write so poorly... After reading the forum, Medvedev would introduce a new spelling for the word "race" – with two "s"s. "Coffee" is now both neuter and masculine, "contract" can have two variations of stress, so why can't "race" become "rassa"? It's easier to change the rules than to force people to write correctly. I myself make many mistakes, but at least I try to write correctly...
