I don't have a licensed copy, and it displays an error message in English.

Patches don't always install on pirated versions.

It says "Tribes of the East are not installed," possibly because Windows was reinstalled after the game was installed. In this case, you simply need to reinstall the game.
I have the Gold edition, and only the Tribes of the East from it are installed. (Gold is just a collection of versions). Perhaps the Tribes of the East are not installed, but only the original version or the Hammers of Fate are.

Or it could be a pirated version. Patches don't install on all pirated versions.
